“The dishonest media is not reporting that any money spent, for the sake if [sic] speed, on building the Great Wall, will be paid back by Mexico,” Trump wrote on Twitter Friday morning.(1)

In March of 2015 Trump said to Bill You Can’t Explain That O’Reilly – “I’m gonna say, ‘Mexico, this is not going to continue, you’re going to pay for that wall,’ and they will pay for the wall. And Bill, it’s peanuts, what we’re talking about.”(2)

In a two-page memo to The Washington Post, Trump outlined for the first time how he would seek to force Mexico to pay for his 1,000-mile (by the way the border is over 1900 miles long) border fence –

(This is also illegal under US law and if Trump actually knew the Constitution he’d have known)
In the memo, Trump said he would threaten to change a rule under the USA Patriot Act antiterrorism law to cut off a portion of the funds sent to Mexico through money transfers, commonly known as remittances.

This is called extortion….

The threat would be withdrawn if Mexico made “a one-time payment of $5-10 billion” to pay for the border wall, he wrote.(3)

Even assuming he does decide to stop remittances to Mexico, as soon as this measure is announced – or as soon as the first few transfers are seized, people will just find another way to get around it, like sending the transfer to an intermediary in Canada or another country first, send cash with friends/relatives traveling to Mexico, and so on.
