Mitt Romney : “There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what…These are people who pay no income tax”.

‘Where Are the 47% of Americans Who Pay No Income Taxes’?

‘Mitt Romney says citizens who don’t pay income tax will never vote for him. But eight of the top 10 states with the highest number of nonpayers are red states’.

‘So let’s set that speculation aside and look at who the people are who actually pay no income tax. Romney’s statements are a little unclear, but it appears that the 47 percent figure represents all of those who pay no income tax, rather than the Democratic base. His problem is that those people are disproportionately in red states — that is, states that tend to vote Republican’.

Why doesn’t he care about her?

Maybe she’s just a ‘freeloader’. Like most retired senior citizens? How about those retired Veterans? Also ‘freeloaders? The poor? They should pay more of their income to taxes so they can be poorer. How about the disabled? And the hungry? And the Homeless?

Just a bunch of ‘freeloaders’ right?

‘Most of the people who pay neither federal income tax nor payroll taxes are low-income people who are elderly, unable to work due to a serious disability, or students, most of whom subsequently become taxpayers’.

‘Tax Policy Center data show that only about 17 percent of households did not pay any federal income tax or payroll tax in 2009, despite the high unemployment and temporary tax cuts that marked that year’.

¦ ‘When all federal, state, and local taxes are taken into account, the bottom fifth of households pays about 16 percent of their incomes in taxes, on average. The second-poorest fifth pays about 21 percent’.
¦ ‘The 51 percent and 46 percent figures are anomalies that reflect the unique circumstances of the past few years, when the economic downturn greatly swelled the number of Americans with low incomes’.

‘The figures for 2009 are particularly anomalous; in that year, temporary tax cuts that the 2009 Recovery Act created — including the “Making Work Pay” tax credit and an exclusion from tax of the first $2,400 in unemployment benefits — were in effect and removed millions of Americans from the federal income tax rolls’.

‘Both of these temporary tax measures have since expired’.

‘In 2007, before the economy turned down, 40 percent of households did not owe federal income tax’.

‘This figure more closely reflects the percentage that do not owe income tax in normal economic times’.

‘As a result, these figures greatly overstate the share of households that do not pay federal taxes’.
